Overview
The Global Digital Compact is a set of commitments by UN Member States on digital cooperation and the governance of digital technologies and artificial intelligence. It was adopted as an annex to the Pact for the Future at the Summit of the Future in September 2024. It sets out five objectives: closing digital divides, expanding inclusion in the digital economy, fostering an inclusive, open, safe and secure digital space that respects human rights, advancing data governance, and enhancing international governance of AI. Its implementation mechanisms include an Independent International Scientific Panel on AI and a Global Dialogue on AI Governance. It is referred to in debates on information integrity, human rights online and the international governance of AI.
Provisions relevant to the cyber and information sphere
- Objective 3 (inclusive, open, safe and secure digital space) – Commitments on applying human rights online, internet governance, digital trust and safety, and information integrity, including access to relevant, reliable and accurate information and measures to address misinformation and disinformation consistent with international law.
- Objective 4 (data governance) – Commitments on data protection, interoperability and cross-border data flows.
- Objective 5 (governance of AI) – Commitment to establish an Independent International Scientific Panel on AI and to initiate a Global Dialogue on AI Governance within the United Nations.
- Follow-up and review – A high-level review of the Compact at the General Assembly, planned for 2027.
Application to cyber and information operations
The Compact does not address military uses of ICTs or AI or State cyber operations; these are dealt with in the First Committee processes (see ict_norms and laws). Its commitments on information integrity and human rights online are cited in discussions on disinformation and platform governance.
Recent developments
- 2025-08-26: GA resolution 79/325 established the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance, adopted by consensus (UN Scientific Panel FAQ).
- 2025-12-17: GA resolution 80/173 (outcome of the WSIS+20 review) called for alignment of WSIS and Global Digital Compact implementation and referred to the 2027 high-level review of the Compact (A/RES/80/173).
- 2026-02: The General Assembly appointed the 40 members of the Scientific Panel; co-chairs Yoshua Bengio and Maria Ressa elected on 3 March 2026 (UN Scientific Panel FAQ).
- 2026-07-01: Preliminary report of the Scientific Panel published (UN Scientific Panel FAQ).
- 2026-07-06/07: First Global Dialogue on AI Governance held in Geneva (ITU).
- 2026-09-23: High-level briefing of the Security Council on “Artificial intelligence and international security” under the presidency of France, with the co-chair of the Independent International Scientific Panel on AI among the briefers; no outcome document was envisaged (Security Council Report).
