Editorial policy

Scope

Entries cover legal texts that bear on peace and conflict in the cyber and information sphere, including artificial intelligence insofar as it concerns war and peace. General information technology law without such a connection is outside the scope.

“Global relevance” includes:

  • universal and multilateral instruments and documents of the United Nations;
  • decisions of international courts;
  • conventions open to accession by non-member States (e.g. Council of Europe conventions);
  • regional acts with effects beyond the region (e.g. EU legislation), limited to the provisions relevant to the scope;
  • national texts only as examples, in particular official national positions on the application of international law in cyberspace;
  • regulatory gaps, as separate, neutrally worded entries.

Entry format

Each entry carries a short title and states the full title, what the text is, who adopted it, its legal status (in force, parties, binding or non-binding), its subject area, the provisions relevant to the scope, documented application to cyber and information operations, recent developments, related entries, sources and a change log. The page history of this wiki records every change.

Neutrality

Entries describe; they do not evaluate or recommend. Where the application of a rule is disputed, positions are attributed to the States, bodies or authors holding them. Proposals and opinions are not published as entries.

Entries rely on official sources wherever possible and link to the authoritative text. Full texts are reproduced only where they are free of copyright restrictions; otherwise entries summarise and link. Works by private authors (e.g. the Tallinn Manual) are described and linked, not reproduced. The licence of this site applies to its own editorial content only, not to third-party texts.

Verification

Entries are checked against official sources wherever possible. Where only secondary sources are available, the source is named. Developments are reviewed regularly; changes are recorded in each entry's change log and in the site-wide change log. Corrections are welcome – see corrections and contributions.
